At the park behind Nelson Hospital. There is a rugby field, a cricket pitch and a soccer field here. Nearby College (that's what some high schools are called) practice rugby here. By the time we left, the College boys were arriving in Rugby outfits.

Yes, it's a lawn roller, It has tow attachment so I guess tractor or some car pulling them.
When I was a child (JR.High School), we had a smaller one that three kids pull over the baseball ground. Tennis club also had one.
When I was in high school, my school had one that look similar too.
But never saw who and what pulled it!

We did as part of ground maintenance and so the excises. Well other words, we were forced to do this by senior members (Jr. High, baseball Club). I think it had a handle at both side and need 2~3 kids in one side. My memory is fading on this, it a long time ago.
